I am having problems starting my Car. 94 Astra F-Caravan 1.6

My car has a mind of its own. Starts when it wants cold. I dont have a problem starting it when it is warm. But cold it starts when it wants. I have pulled my fault codes from car. Fault code 25 says injector valve low voltage, what exactly does this mean? And Fault code 29 is Fuel Pump relay. Engine ID: C16SE

change the Fuel Pump relay first, that´s easy thing to do, and that won´t cost much.

25- Injector(s) Low voltage: Wiring short to earth, injector, ECU (Electronic Control Unit)
